I WENT TO SEE A 1992 OUTRAGE AND I SAW A DEFECT ON THE SIDES OF THE HULL TOWARDS THE TRANSOM ON BOTH SIDES,IT'S LIKE A WAVE ,BUT NO DAMAGED RUB RAIL ABOVE & NO CRACKS. I HAVE ONLY SEEN THIS EFFECT ON THE LOGIC PLASTIC BOATS. IF ANYONES HAS ANY IDEA OF WHAT THIS COULD BE PLEASE!! JUST PUT A DEPOSIT ON IT ,IF SERIOS IT COULD BE REFUNDED

I assume you mean wave as compared to bubble or blistering. A wave may be nothing or may be some delamination of glass from foam. Tap on the wave area, then tap on other area. See if wave area is hollow sounding.
I'd consider getting a professional opinion before shelling out big bucks.
