use the search engine on the main site under soft deck or West systems epoxy repairs. You want to use something that will bond the underlaminant with the foam. Spray foam may bridge the gap but will not bond the two. There are several different methods discussed on the forum but a majority will support the west systems epoxy product as what to use in this application

I'm no expert, but I KNOW that the spray foam you get from the hardware store will melt when you apply epoxy to it. There may be some kind of marine spray foam, but I've never seen it.

There is a widely held opinion that WEST System epoxy will not melt the foam used in the hull of a Boston Whaler. As for its reaction with other foams, I would recommend testing in advance of use.
