My 18 Outrage has a ground wire that connects the tank to the filler fitting, and connects several points on the tank to each other. It also runs out the sump on the starboard stern, and is just hanging there. Where should this go? to the engine?

The most likely explanation is that the green bonding wire that bonds all elements of the fuel system on classic Boston Whalers was connected to the circular bronze electrode that the factory mounted below the waterline on the starboard side of the transom. Perhaps someone removed the electrode. It was typically retained by a #10 screw into the transom. Or perhaps the wire corroded and is not longer connected to the electrode, which might still be there just covered with bottom paint. (It should not be painted over for proper operation.)

At some point in production of Boston Whalers the factory abandoned use of this bronze electrode (about the size of a silver dollar) and began connecting the bonding circuit to the battery negative and via that to the engine chassis, and via that to the submerged electrodes like the trim tab zinc.

A solution to your situation is to either locate and purchase a bronze electrode of a similar size, or to connect the bonding cicuit to the battery negative/motor chassis.
