I'm currently on holidays and I thought that I would try and repair my trim guage that has never worked. While loosening the bolts on the sender they both broke off very easily.
The sender unit appears to work fine(ground was bad),how should I get the broken bolts out?

Classic problem on a Mercury, and I just had the same problem on one of my 1997 Mercs. They tend to freeze up from galvanic corrosion. You have to drill out the the old SS screw and re-tap the hole. I had the misfortune of breaking off the tap in the hole, so I abandoned project.

Mercury's trim sender replacemtn kit is about an $80 item. I have given up trying to make mine work and do without them.
