I have a 1998 22' Outrage. The deck has numerous cracks I would describe as spider web cracks. This is my 3rd whaler after a 13 and 17 Montaulk, neither had this extensive cracking. Thought I might power spray them to clean up and leave alone. Any suggestions?
One other problem I caused is some rust on the deck from my anchor chain. Would appreciate suggestions on removal.

Something does not add up here. In 1998 there was no Outrage 22 model available.
If you have an 1998 Outrage 22 it is under warranty.
Perhaps you are talking about a 1989 Outrage 22?

Try FSR by Davis. It looks like a jar of blue hair product and you can pick it up at West Marine, etc. It does a pretty good job on rust. If there is something better out there, please let me know.

I have use a product called Iron-Out (which I believe contains oxalic acid) with good results. On heavy rust stains mix a paste and let it stand on the stain for several minutes... repeat if necessary. It also works well on waterline stains on the hull when mixed as a liquid and sprayed on the hull. Make sure you rinse thoroughly. Hope this helps.
