I have a 1994 24' Outrage. I want to install a swim step on the port side transom. It appears that I only have "through bolt" access in 2 of the 4 mounting points. Would you suggest someone use "Toggler bolts" in those areas that no access is available? How do they mount the swim steps at the factory? Any ideas??

Factory swim steps are mounted in whaleboard that's under the
glass. At least on my Montauk, there are no through bolts.

An alternative that has been suggested if there's no
board, is to hog out a void in the foam behind the mounting
point, and fill it with West System, with their thickening
stuff. Has anyone actually done this?
