After using my 13ft whaler on the bay in a sharp 2ft chop, most of the screws holding the port/strbd seat risers had worked loose.
Should I screw the risers in with a bit of epoxy? There are 4 screws that hold each riser in place. Is that enough or should I put in a few extra?

If you have an older boat those screws might have been replaced a few times and the holes have become enlarged. I guess you could glue them in with epoxy, but I would just go buy new screws and finish washers the next size larger and you shouldn`t have any more trouble.
