I have a 1996 johnson 40 hp with power t/t on my
13' whaler .
my ploblem is when I power it down it moves normal.
when I power it up It go,s up but very slow and makes
a gurgle sound and only will go up about 90% of the
cycle if I hit the switch and lift with my hand it will
go up 100% I checked the fluid and think I purged it
the right way but still remains the same. any thing else
I should look at ?

Last year I had the same problem with my 2000 Johnson 40hp.
Sad to say, it finally stopped....amd DO mean stopped!!!
It stopped working....period. It happened Sunday before the 4th of July weekend.
The local marina was great sna got it repaired by Friday morning before the 4th.
A new pump w/labor for at total of $500!!!
Everything worked fine until late in the season. Then I find that it goes UP fine, but on the way down it does this,"clunk, clunk , clunk" crap. I suspect the pivot points simply need new grease (I hope)
I've got to get to it in the next few weeks to find out.

One point to check out:
Place your trailer tongue on the ground, and if possible, headed downhill before you top-off the fluid refill.
That maximizes the amount of fluid possible. That seemed to speed up the up and down movement.
