I would like to add cleats to my 13... I fear I'm about to get roasted here on the subject...
Anyway, can I just drill and use self tapping screws?

The link is for the wood locating diagrams for 13's. Use them to locate wood to screw into. Seal the screw holes with 5200, 4200, or marine grade silicon to avoid water penetration. No roasting from me. I'm new to owning a whaler and am amazed at the lack to good places to tie to but am so far unwilling to alter the stock look of my classic. Good luck. http://continuouswave.com/whaler/reference/13/

Use the search function to find the numerous articles on this, but the bottom line is to use the wood locating diagrams and then drill and tap for mounting everything on a Whaler.
