Am I correct that all that is needed to ground the fuel tank is to run a bonding wire from the deck fill to the tank, and then a ground wire from the tank to the negative post of the battery. Also should I use braided wire or solid?

The OEM install on my 18' OUtrage runs a heavy gauge braided wire from the fuel fill to the tank and from the tank to a grounding plate on the transom of the boat to dissapate the current into the water.

The factory used a 10-AWG conductor with green insulation for bonding the fuel system metallic components together.

I would be sure to use insulated wire where the ground lays on top of the fuel tank as copper does baaaad things to aluminum in the presence of salt water.
