[I] need to replace the seal that the shaft goes into around the top of the [Trim-Tilt] pump. [H]ow do [I] get the cap [assembly] off? [I]s the[re] a special tool that [I] need? [C]an [I] make [a special tool to remove the cap assembly]?

What engine? Which trim? The rams? Or the electric motor?

[The engine is a] 1998 [Evinrude] 35-HP. [O]n the hydraulic part. [W]here the shaft goes into it. [I] fill up [the reservoir of the hydraulic sytem] with fluid, and it leaks out the top.

I believe you are trying to replace the seal on the actuator ram of the hydraulic Trim-Tilt system.

This may be helpful in gaining an understanding of how to disassemble it. You can also get the service manual for your motor, Generally these are available for ten years, so this might be a good time to buy the OEM manual while it is still available.

[H]ow do [I] get the top of the hydraulic pump cap off that the ram goes into? [I]s the[re] a tool? [I]t looks lik[e] it would be a tool with some sort of prongs to go into the holes. [I] already have the manual.

The service manual provides explicit instructions and includes details of the tool. On my motor, a different model, for example, it says:

"Using OMC Universal Spanner Wrench, P/N 912084, and a breaker bar, unscrew the tilt cylinder end cap."

A photograph shows the details.
