Is it possible to lift or tilt and engine with power tilt and trim that has lost power (2004 mercury 90 2stroke).

YES.
On the starboard (right) side of the transom mount bracket there is a hole about 1/2 to 3/4 inch diameter down low on the side of the bracket. Inside the hole is a screw, the manual release valve. Turn it 3 counterclockwise turns. If the motor is partly tilted up, WATCH OUT. It will drop.
The screw is actually on the tilt mechanism but you get to it through the hole on the transom mount bracket.

You are correct about the manual release. But he will have to have some help picking the motor up.

Oh, you betcha. That's why my manual says to be careful if the motor is tilted up at all. Crunch!

9 times out of 10, non-functioning trim is the cause of a bad relay. Often, you can bypass the relay and get the engine up or down by touching a couple wires together. This should never be your regular method, but it can get you out of a pinch.

Or at least, that's how it is with OMCs. I've never owned a Merc.
