[That is the recommend length for the hoses for use with hydraulic steering] for a 1984 Outrage 22?

The length may vary slightly depending of the type of actuator. A center actuator will generally need longer cables than a side-mount actuator.

On my 22' Outrage I installed a seastar steering kit with a set of 22' hoses.

Also depends on whether you are talking one engine or two.
