I have a 2003 Yamaha 90 2 stroke and I have never changed or topped of the hydraulic fluid on the tilt mechanism how do I look to see if the fluid is low?Where is it located How do I top off or replace if needed.

The hydraulic fluid filler is typically a removable cap on the mechanism. Check your owner's manuals for details. Yamaha has their owner's manuals on-line. You can view the owner's manual for any Yamaha motor of the past several decades on-line at the Yamaha website.
