Hello, I have a 1994 Evinrude 175 that runs great, except if the temperature get close to freezing. The colder it gets the worse the problem. The engine does not want to pump fuel. I have checked many times and there is no water in tank or separator. I have a accurate fuel flow meter and can see by its readings. I can nurse the pump ball a few times and it seems as soon as the engine builds up some heat all is fine and will never act up until another cold morning start. It has been like this since I have owned it for five years and the rest of the year I have no problems.

Just a guess here, but it may be that the fuel pump diaphragm is stiffening in the cold. Pretty easy and cheap to replace, so that's what I'd try first.
