A friend is buying a boat with a 1995 Evinrude 9.9-HP with remote steering. The seller says that [the 9.9-HP Evinrude] is not equiped to charge batteries. I don't recall any engine (tillers excluded) built by OMC since the 1970's that wouldn't recharge batteries.

Tell your friend about the internet. Tell him to look up the motor on
shop.evinrude.com
The SHOP.EVINRUDE.COM website will have a complete part breakdown of each model. It will be easy to see if there is a battery charging circuit included in the model.
If your friend is not internet-saavy, just have him lift the cowling of the motor and look for the rectifier.
