I have to drain the fuel tank on my 1995 21' Outrage. I can't seem to get a hose down the filler tube into the gas tank - there seems to be an obstruction of some kind. What is the best way to drain the fuel tank.

Remove one end of the fuel hose from the motor and place it in the container you plan to drain the fuel into.

Be sure the container is below the bottom of your fuel tank.

Squeeze the primer bulb to start the syphon.

Check on it in a few hours.

If you need, extend that fuel line and run it through the drain hole in the transom. If you have a squeeze bulb in the system, or add one on the end, you can begin the syphon. Being outside the boat puts you on firm ground and in clean air. That will get most of the fuel.
You can flush with clean gas, or remove the fuel gauge and or pickup tube to access the tank.
If so, you can see into the tank for an inspection and remove the rest of the fuel and junk. Don't know if I would do the latter again, unless I needed.
Lots of ventilation. and two gas cans if you have much fuel in the tank.

And be very careful not to overflow the jerry can you are
draining into. It might be worthwhile to put an inline
filter in the line to collect any crud. That way you have
a jerry can of clean gas.

Years ago I acquired a 12V electric fuel pump. I use that
that. Much faster than siphoning.
