I'm looking for [a source for the components to make a wire rope and pulley steering] system for my [1968 Boston Whaler] 13. Any help finding would be greatly appreciated. John

Complete sets including wheel and hub can be found on E-Bay from time to time. Google Glen-L boat plans for new sets. Also Google Outboard Racing Hardware for really quality pulleys if thats what you want. The cable is available at Home Depot.
Some unknowing folks here will try to dissuade you from using cable and pulley steering, but its actually the safest, and only type allowed in outboard racing.

Bink is correct you just have to be patient. Also look under different titles, cable system, steering system, pulley steering, [and so on].

I have a steering drum with the dash bezel for a rope and pulley set-up from an old Starcraft tinboat in my garage. Make me an offer, I'm cleaning out the old stuff. It is not in prime condition but is fully serviceable if you are handy. I can throw in about eight of the plastic/stainless pulleys with various configurations of the hook (I am amazed at what the pulleys sell for new in various marine places). I might even have the springs but have not seen them recently. You'll need to get your own cable and wheel (looks like a tapered shaft with threads for a nut). It should all fit into a flat rate USPS box so figure about $10US for shipping.

It's ugly and inelegant to look at, but simple and robust it's almost impossible to freeze up from corrosion, unlike Teleflex cables, or leak out at the worst possible time like hydraulic.

I am pulling off a complete, good condition sport model steering system. Should be done by this weekend. I am installing a tiller engine.

I have one person interested in the wheel, but I have not heard back from them.
