I'm putting a 175 Merc on my '73 19'outrage & the bottom mounting holes are so low if I drill new holes they would come out below the cover in my livewell and be unaccessable. My question is, can I cut an access hole from inside my live well to access the washers & nuts, and then install a waterproof deck plate? or is that area between the livewell & transom filled with foam? Any other suggestions would be greatly appreciated.

Why not drill a small diameter test hole through the live well land find out for sure. You can easily patch it with caulk if you decide against the access port. Even if there is foam back there, no reason why you could not dig it out to install the engine mounting bolts.

Where are the old bolts? I do not remember having any problems on my 74 Revenge with modern power.

Why not add a setback/ engine bracket to help?

Lower bolt holes on merc are about 3 to 4" lower than the Johnson which put them lower than the top of the livewell
