The 80 horse power boat runs, but the top speed is like 7.5 mph because the power isn't there even at full throttle. It's not the plugs, and I know just 1 and 2 are firing, not 3 and 4? Anyone know what to do possibly?

Very common problem, Gator.
Go to www.outboardrepairs.com and look up power loss.
Good advice there. You will be back in shape in no time.
P.S. I'm betting on a gummed carb.

you have blown the powerhead. this common with mercury's. is it the black max era. 1988-1997 they really sucked. poor design. has the engine ever overheated befroe? trade the engine in for a 4 cylinder 90 from bombardier or by a honda,suzuki,or yamaha. never by mercury they are a piece

I agree with LHG. Might want to try replacing a powerpack or cleaning one of the carbs before forking over $2K for a new powerhead.
