Is there a way to retrofit a 22' outrage so that a short(20") shaft cn be used?

The quick answer is yes and no. The two ways to do this is to cut down the transom about 4 inches. The other way would be to add a engine bracket. Some engines can stand to be mounted close to the water and most have problems with water ingestion. The only engine I know can take it is the Honda 200/225 because I watched one run nearly submerged for 6 months before the owner raised it. The brand new engine that blew on that same boat was a Merc 225 EFI. [obviously couldn't take running that close to the water].

would I have the same problem with the bracket?

It sounds like it is not a good idea

Yes, still the same problem with the bracket.
