I have two questions. One what is the max hp on a 1974 montauk. The other is I have a 100 hp mercury and I need to put it my 17 whaler. The well is only 9 inches and the bottom bolts are below the deck. I dont want to use a bracket. Any suggestions would be appreciated.

100hp is max so you can use it. To get the bottom bolts in you must raise the engine about 1.5" off the top of the transom. I have a jackplate and love it so if nothing else works, worth the $150.

What I did is angled the bolts to reach the well. I have read on this forum that others use a long bit and threaded rod to go through the well. I think either is good, anything is better than lag bolts.

100 HP is max for the Montauk. I would go ahead and buy a manual jackplate that will match up with the current bolt-holes. It will help your performance and installation for $150. Good luck.
