I had a 1985 70hp Evinrude since new and just sold it last year.
I never had a problem with anything including the VRO. Some people disconnect them but I would never do that myself as VRO is the only way to go for me.The book called for a spark plug gap of .040 but OMC changed that later and started gapping all the Champion, QL77JC4 plugs, at .030.
Even my 1985hp Evinrude which used a permanent gapped plug changed to the QL77JC4 gapped at .030.
I don't remember the exact torque for the prop but it isn't that important on a 70hp.. Just make it so it's tight, not snug. I believe my 150hp has 150 ft pounds of torque.
