Low End Power Missing

I have a 140 V-4 Johnson powering my 1986 18 foot Outrage.
I beleive the motor came with the boat.
I am having trouble with the low-end power. When I push the throttle forward, I get up to about 2000 rpm then nothing at full throttle. Then, after about 15-20 seconds of this, the rpms suddenly lift, the boat gets up on plane and away we go at 4500+. I can trottle back faily well without falling off plane and the rpms suddenly droppting.
I've also noticed some very slow speed idling problems. I have to idle out for about 1/2 an hour between getting bait and getting out past the speed zones. When I am in foward with the speed cut all the way back the motor will often stall.
Any ideas what might be causing this delay?

Change the spark plugs and have the carbs adjusted, run Techron in the tank....start there.

By Techron I assume you mean Chevron gasoline? High Octaine?
