I have a 1974 Mercury 402 40hp and I believe that some water found its way into my gas tank over the past few months. I bled the carb out and found a ton of white milky fuel and pumped it clean with fresh gas. Now it will turn over and run but only at high idle and as I bring the idle down slowly it sounds fine until about one inch from being all the way down. As soon as she gets close to being at regular idle she'll bog down and choke herself off. Ahy thoughts? I tried to pull the carb off but need to pull off the starter in order to get to it and am not so sure of myself pulling everything off. Could the jets be clogged in the carb? Is the solution to soak it in diesel or some other cleaning method?

Thanks in advance.
