I have a pair of 1996 Johnson Ocean Runners on [a 1996 21 Outrage]. Lots of small things going wrong--$250 to $1500 here and there).

I am looking at repowering with twin 150hp Mercury Verados or Yamaha F150 4 Strokes or Honda F150 4-Strokes.

Can the [1996 21 Outrage] handle twin Verado's?

[Give me] recommendations regarding these [three brands of] engines for weight, price, performance and fuel efficiency?

Recommendations would help.

I recommend you obtain a copy of a recent POWERBOAT REPORT magazine test of 150-HP outboard motors which tested all of the engines you mention. This will give you comprehensive information about them.

Also see these previous discussions about 150-HP engines:

I also wrote an article for the REFERENCE section which compares 150-HP engine specifications and gives some anecdotal price information. You may find it is interesting to read:

The 21 Justice is still sold by Brunswick Commercial and Government Products. They spec the max engine weight at 700 pounds.

The twin Verados will be in excess of 1000 lbs.

I would try to place a call to Boston Whaler/Brunswick Commercial and ask if they are rigging the 21 Justice with twins, and which engine they have used.

What size are your engines now? If they are 150's then you are already over weight being they weigh 375 each. There are no 4 stroke 150's that weigh less than 470 or so and even the e-tec 150 is like 429lbs. Your best bet would be twin 140 suzukis at 410lbs each or twin 130 e-tecs which weigh about the same as old 150's.
