I ended up with a 150 Johnson 25" mid section instead of a 175 Merc as I had posted a few weeks ago. The motor came with an old 14.5x21p aluminum prop that appeared to be in good shape so I ran it this weekend, the boat will not get on plane, the prop just blows out above a fast idle, I suspected a spun hub. I switched to an 21p stainless solid hub Merc cleaver off of one of my other boats and had the exact same results.

Am I that far off on prop pitch, or do I need to start looking at jack plates with lots of setback?

21p is way to much.
You need either a 15p or 17p depending on what you use your boat for.
If you fish in heavy weather & pack a good size load of fuel, people & gear, a 15p will do it.
A 17p will most likely be your best bet if your not carrying 4 people , 60 gallons of fuel & 200 lbs of lead Salmon cannon ball.
A 21p on that boat wont reach 4200 rpms, & that engine wants 5500 rpms.
You need to mount the engine up on either the second or 3rd set of holes, down from the top set.

I concur with Sal. On my former V20 Revenge with Johnson 150 I ran an OMC SST 15x17 stainless propeller. Max RPM were 5500 at 42 mph. The prior owner ran an aluminum 15x15 prop with good results also, but I raised the engine a couple holes and used the stainless wheel.

I will be running a heavy load of fish and dive gear, in snotty ocean water. On the low end with a 15p is that SS or aluminum?

I only run stainless on all my engines over 70 hp.

Does that boat use a 20" shaft? If so you need a jackplate.

The Outrage V-20 uses a 25" shaft length single, but the motor should be mounted at least two holes up.
