I saw an ad where the seller reports use of a Staggered pitch prop, never heard of this before and find minimal info on the web. What is it ?

A staggered pitch prop is what you get when you have some adult beverages, decide to remove your prop, stagger up the dock, trip over a cleat and drop it, bending a blade. In a rage, you pitch the prop into the water. Then, in the sober light of morning, you retrieve the prop and put it on eBay.

Simple!

You could stagger (use different) pitches with one of those composite props with the replaceable blades.

I am not familiar with the term "staggered pitch," but perhaps what is meant is progressive pitch. The term "progressive pitch" propeller is in common use. My understanding is that a propeller with progressive pitch is one in which the pitch of the propeller blade is not constant. The pitch of the propeller blade varies along the blade surface.

An example of a propeller whose blade pitch changes might be a propeller with cupped blades. The cup at the tip of the blade increases the pitch at that point. However, I think the term "progressive pitch" is not meant to describe propeller blades with cup at their tips, and instead the term is used to describe propellers where there is a more gradual increase or decrease in blade pitch along the blade surface.

It is also my understanding that many modern propeller designs incorporate blades where the pitch of the blade is not completely constant. Thus one could apply the term "progressive pitch" to many modern propeller designs. It could very well be that most of us already have a progressive pitch propeller and do not realize it.

[Someone] selling a boat claimed it had a staggered pitch prop that was like 18 degrees on two blades and 20 on the other two balde. He claims it is an old racing trick--blah blah blah. Do not take too much of what he says as the truth, as I have never heard of [propellers like that] nor do any of my racing friends use them.

Definitely an old racing trick. You convince your competitor that it's the way to go, then you spank him in the race. ;)
