No Battery Charging

My system is not recharging my battery, so the boat is constantly running off of battery-only power. I tested the battery--it's OK. I've replaced the aternator. I've tested the line voltage at the battery as well at at the alternator (when the boats off) and get the same reading (11.83-V). I though that there may be a bad wire somewhere, but the fact that I'm getting a voltage reading at from the battery at the alternator leads me to eliminate wiring as a problem. There's obviously a direct connection between the battery and alternator, but still there's no charge. Does anyone have any suggestions?

Sinclair - You say that your system is not recharging your battery - but what voltage do you see when your engine is running?
You have replaced the alternator and battery - is the regulator enclosed within the regulator? If not, check he regulator.
If you suspect a short someplace - with the engine off and all switches off, check the current flow from the battery and then also with each circuit individually switched on. ---- Jerry/Idaho

Jerry's right, check the voltage with the engine running at a
fast idle. First at the battery, then at the alternator.
It should jump up into the 13V range.
I don't think he has a short, maybe an open though. But
