Today I popped open the floor cover on my Outrage 18 and found that the [bonding] wire connection at the fuel tank had failed. Is this serious? What is the best way to reconnect it?

Usually the bonding wire is connected using a ring solder lug and a machine screw fastener to a tab welded to the tank. What broke? The wire? The solder lug? The fastener? The tab?

A bare wire with the remains of the ring lug are is all that is left. The rest has corroded away

The purpose of the bonding system is to maintain all metal components of the fuel system at the same potential. I recommend you re-install the bonding wire to the fuel tank.
