1978 omc 185hp chevy block amp discharge

I had a short and no feed to coil in run position. (it would start but when you let go of key would cut out) put a jumper wire from battery positive to coil positive and motor ran perfect
I follow the wiring diagram and found a short in the wire from the harness plug to voltage regulator that splices in wire from positive coil made up a wire to replace the bad section and motor starts right up and runs perfect. but now my amps meter when you turn key on discharges about 20 amps and when I start up motor it stays discharging 20 amps but will go to maybe 17 or 18 amps when rev up motor.
with the key in the run position and the motor not running is it normal to have 20 amp discharge?
does this sound like I still have short or is it that either voltage regulator or alternator is not charging?
and if the charging system is the problem, what is the best way to check the charging system?
