I need to know the color [of the wire] [on a] 1997 Johnson 115 SPL coming from the regulator [that connects to the] SIG [terminal] of an OMC tachometer gauge. The engine has no harness. Can I get the signal from one of the terminal blocks? Thank you

The color of the insulation on the wire that typically feeds the tachometer signal is GRAY.

Compare at:

Typically there is a connection point on the engine where the regulator-rectified assembly is located, and you should be able to access this circuit there.
