I just purchased a new rectifier-voltage regulator for my year 2000 Mercury 90-HP FOURSTROKE. It came with a wiring harness. Is installation of the new wiring harness required? Thanks,

I suspect that the reason the new part came with new wiring may be that Mercury prefers that you replace the existing wiring. There may be an upgrade in the new wiring, such as over-current protection or use of a better grade of insulation in the wire. As I recall, there may have been a campaign to replace the rectifier-regulator assembly to reduce the risk of fire.

The new wiring assembly could also include an improvement as simple as a change in the routing of the conductors in order to avoid abrasion. Unless the task of installing the new wiring is onerous, I would give it careful consideration.
