[That is the function of] the two [socket] [jack] with the weather cover that is on the top outside corner of the panel on my [Boston Whaler OUTRAGE 18] (and others that I have seen pictures)? Thanks Ted

It is a standard two prong PERKO power outlet. One my Outrage I had a 12-volt cigarette adapter that plugged in it along with a hand held search light. I removed it when I rewired the boat and installed a 12v cigarette female plug in its place.

I also recommend you replace any sort of specialized 12-volt power outlet socket with a standard cigar lighter socket. Almost everything that requires direct-current power these days expects to plug into an automobile cigar lighter socket for power.
