Enforcement could be an issue. Nothing like locking the barn door once the horse is knocked up.

Well, at least they're doing something about it.

Illinois sits on its hands while the invasive Asian Carp swim upstream towards Lake Michigan.

Michigan obviously hasn't nipped this in the bud. They could require discharge of ballast water before entering the Soo Locks and then re-loading with "fresh" lake Superior water while in the locks, I suppose. They're probably too busy trying to piece together a tattered economy brought on by the decimation of the American Auto Industry and the beginning of the end for Unions. (Both of which have been seen - the writing has been on the wall since at least the mid-1980's.)

The invasive species problem is a serious one. At least certain jourisdictions are attempting to tackle it to protect their jourisdiction.

Isle Royale is a beautiful place, and an important park for future generations. I'm all in favor of taking reasonable measures to protect it.
