Frankly I would think that the best windlass would be you...The appropriate anchor for a boat of this size is going to be between 7 lbs (lightweight type such as a fortress) and perhaps 11 at the upper end (bruce, etc) with a 3/8 nylon rode. If your ground tackle is heavier than this, you might want to re-evaluate. I have a classic 22 Outrage, and I have never felt the need for anchors heavier than the two mentioned above, and I have spent more than one night with the boat anchored off of a lee shore in 25-30 knot winds and 3 foot waves where it hasn't moved an inch using one of those anchors.
That admittedly unhelpful response aside, I would think that one of the biggest determinants in what windlass to get would be what fits. I'm not sure of the layout of the anchor locker on the new 21, but is there even a decent place to mount a windlass on that boat that has appropriate reinforcement below the deck to take the stresses?
