2006 Montauk - Hull discoloration under transom/aft

I purchased a new 2006 Montauk 170 in April. After having the boat for about a month I finally got on my knees and took a good look under the boat near the transom. To my surprise, and horror, I saw what looks to be some black discoloration running horizontally to the keel. The marks are granular to the touch like rough sand paper. If I had to guess it looks like rub marks from some sort of gurney that was used to haul to boat around either at the factory or at the marina. At first I thought I might have done it until I saw the marks run perpendicular to the keel, not with it, as you would see if I hit bottom at speed. And even if I did, I think I recall hearing my lower unit take the hit as well.
Is this normal or should I be calling the dealer for an explanation?

Call the dealer. I had chaffe marks on the keel of my 170 Montauk apparently from transportaion from the factory to the dealer. They made it right no questions asked even though I didn't discover them until I'd had the boat for a few weeks.

I also noticed a black tar like substance all over my hull. I assummed I picked it up while towing the boat on a trailer. Anyway, I sprayed some "Greased Lightning" on it and it simply wiped away.

I took the boat to the dealer today. They said it looked like paint that may have been on the lifting hoist straps when they took my boat out of the water prior to delivery. They are cleaning it as we speak.

The boat is back in my yard. The dealer confirmed they got another vessel's antifouling paint on my hull via their hoister straps. Looks nice now. My dealer so far has been awesome in the support dept.
