Q1: what do the numbers 001284 [in the hull stencil number secondary location in a 1974 OUTRAGE 21 boat] seen in Figure 1 represent?

These numbers are on the [inside of the] starboard [seat locker on the foredeck].

The rebuilt fuel tank hatch cover. The plywood core was rotten so a new core was created using vacuum-bagging techniques.

Now it was time to pull the boat out of the shop and flip it over using a boom Crane. Went well and now starting the long progress of glassing the top side. All the curves and bumps required vacuum bagging the cloth in sections. This worked very well and will require VERY little fairing to be ready ...

Bow came out perfect using my Bosch laser

Next was to level the boat correctly to shoot the laser waterline for bottom paint. Then taped off and had to sand the perfect paintjob with 120 grit to create the "Tooth for the bottom paint". Simply rolled on with a pencil roller. Total of 2 coats

Time for AlexSeal's "Artic White" topcoat. A total of two (2) coats were applied at 3-4 mils each coat. Super happy with the results with only one small run I will deal with at a later date.

Time to post an update on progress. The 2nd coat of high build was applied and sanded to 240grit. Then the Finish Primer applied and sanded to 400 grit.

Figure 3 shows a bolt in the [floor] of the engine splash well. I can reach down and feel a bracket inside, which may be a superstructure hold down during bonding.

Butch, You have a valid point but the 1972 through 1981 OUTRAGE hulls were different than the 13, 16, and 19-foot boats. The 21 had a superstructure design that riveted to the Main Hull. Thanks for the reply from everyone. Yep, I'm stupid. Its a 1974 21' outrage. I felt the upper Superstructure was riveted in place but not sure. Yes, it is coming off and going back on after being worked over and epoxy painted. The bolts are still a mystery to me but hope to be able to look back when...
