When I was a kid 13' Whalers sold in my area came with a Johnson or Evinrude 25 or 35hp. Considering in that day and age, those motors had horsepower rated at the powerhead and not the prop and they were fine for kids ripping around. Yes, I did notice a bit of cup on the blades and the additional lip does impact the overall prop pitch.

By using 18" for pitch, I arrive at 2% slip.
By using 19" for pitch, I arrive at 8% slip.

I've found that trying to use adhesives on KING StarBoard is about the same as trying to glue Teflon. Many complain that the adhesion can be inconsistent. I'd opt for a G10 backer or another material for years of trouble free bonding.

If the threaded rod between the inner and outer eye has broken then remove the broken rod and purchase a new piece of threaded rod from McMaster Carr and only use 316 Stainless grade. Thread size should be 1/2" dia and 13 threads per inch. 1/2-13 threaded rod.
