According the National Marine Manufacturer's Association website at

https://www.nmma.org/certification/ce-certification

CE Certification is required for all recreational boats entering or being sold in the European Union. Manufacturers must test and document to ensure conformity to all applicable European directives and requirements. CE certification is obtained from Notified Bodies, organizations that are recognized by European states to conduct CE assessments and concern CE certification documents.

From those remarks one can make the inference that, if the particular model of Boston Whaler 13-foot boat you have was offered for sale in Europe during the time when the CE CERTIFICATION requirements were in effect, there likely exists some sort of proof of this qualification.

A boat identified as "Boston Whaler 13 2B1209" sounds like a c.2009 model. If that model was offered in Europe and if CE CERTIFICATION was necessary in c.2009, then there is a good chance you can get the paperwork.
