I am helping a friend who had a tenant leave an old whaler on his property and has been unable to sell the boat due to the loss of the HIN. I haven't seen the boat, only going on what he's telling me. Attached is the photo from him of the hull.

The boat measures 27' tip to tail. It has a cabin and is not a center console. The HIN he gave me was "553J586". After reading the HIN decoder, I asked him to look in the anchor locker for the stenciled number and he found the [stencil number] which looks like A60125. Is this enough info to find what the HIN number is in order to get the boat titled?

You should be able to call Boston Whaler with the serial number in the forward locker. They can give you all the info on that hull.

Your friend has already found the HIN and also found the STENCIL NUMBER.

Particularly, read the material under the heading "Missing Letters or Numbers on Metal Tag".

The missing letters are likely BWC and M.

If your friend doesn't want to bother figuring this out himself, have him call Boston Whaler customer service. They are wonderful people, are very gracious, and extremely helpful. They can absolutely identify that boat from the data your friend has already gathered. They can probably send him an email that he can print out to show to some registration agency to authenticate the identity--the agency is probably much more likely to take the factory's opinion in preference to any other.

Based on the bow view the boat is clearly a Boston Whaler hull, the stencil number presence confirms that, and from your description is probably a 27-foot Center Console Cuddy model or perhaps a WHALER 27 model. The customer service guys will know from the stencil number.
