Identify Leaning Post

I just picked up a 1994 Montauk [17—always include the length in a model description]. My son and I are planning to restore the boat. It seems to be original.
The 1994 MONTAUK 17 has a leaning post. I have never seen a leaning post like this leaning post.
Also, the boat does not have a bow railing, and it never did.
I did not think you could get a Montauk 17 in 1994 without a bow rail.
The previous owner thought the boat may have been a Coast Guard or DNR boat.
Look at Figure 1 and give me comments.

Q1: is the leaning post original and from Boston Whaler?
Q2: is the missing bow rail an option available in 1994 for a MONTAUK 17?
