Q1: where can I purchase black bungee cords that have a stainless screw at the top, with a hook on one end that could hook in a wrap over a fishing rod, and a black strong plastic hook on the other end?

I use these bungee cords on my 1999 DAUNTLESS 16. The cords I have are 25-years-old and have almost [lost their elasticity].

Buy appropriate replacement elastic cord. Replace just the elastic cord in the current bungee cords. With careful work you should be able to reuse all the original plastic, metal, and screw fittings.

You can find elastic stretch cord in a variety of sizes, colors, and elasticity sold for a few dollars on Amazon.

ASIDE: I recently was restoring some older electronic equipment whose manufacturer was out of business. A dial pointer mechanism relied on a length of elastic cord to operate as a spring or stretching mechanism to impart tension. As in the above case, the elastic cord had lost its elasticity and would no longer return to its original un-stretched length. A third-party seller had created an OEM "repair kit" for this dial mechanism, which consisted of a 20-inch length of appropriate elastic cord. The repair kit and shipping total cost was about $25. I found suitable similar elastic cord for sale on Amazon, and I purchased a 100-foot roll for about $7 (with free shipping using Amazon Prime).

The rubber (plastic cords) you describe are hard to find. I replace mine with standard bungee material at most of the better boating stores. The old plastic fittings if not weather worn will work with this material also. If not buy some hog rings and pliers to fashion ends and loops. Hooks are also available. Be sure to cut the ends with a razor blade and heat them up to seal the nylon covering and keep it from fraying in the future.
