APPRAISAL: 1993 OUTRAGE 17

I looked at [a 1993 OUTRAGE 17] boat that is for sale for $12,000 and the seller will not reduce the price.

[The boat condition] is okay, but somewhat of a project.

The [1993 OUTRAGE 17 boat] structure appears to be okay. I found fiberglass had been patched near the bow and on the port side. The seller said there was some damage from rocks that he patched with gel coat.

The bottom of the boat [hull] has been painted and should be repainted.

One [trailer] cross member has to be replaced.The fenders are rusty and should be painted. The trailer lighting and wiring have to be replaced.


The [E-TEC 90-HP engine] has 1,200-hours. The seller say the engine runs well and starts easily. The engine appears in great shape with no scratches or corrosion.

The seller says the fuel tank is the original, is a polyurethane tank, and should last for a very long time.

The panels that hold the instrument gauges should be replaced, or at least painted.

This boat has a live bait tank, forward of the [engine] splash well. [There are] rod holders on the railings. There are several storage rod holders.

The seat behind the helm is reversal seat to sit on while fishing. This seat and backrest has to be reupholstered.

A bimini top folds down and forward and out of the way; it appears in good condition.

The boat needs cleaning.

The OUTRAGE 17 model is a very desirable model. The asking price of $12,000 seem quite attractive to me, considering the recent increase in selling price for almost all used boats and particularly for Boston Whaler boats.

Many factors influence the value of a boat-engine-trailer combined sale.

Minor damage to the hull gel coat layer can easily be re-repaired if the original repair work was not up to standard.

Sellers who fail to thoroughly clean their boat before showing it to buyers are either hiding something or not very good at presenting their boat for sale.

The general condition of the boat is a significant factor in determining a value. Do not underestimate the amount of time, money, and labor needed to restore a boat to excellent condition. Some sellers expect to get top dollar for boats that are not in perfect condition. However, in this case, I do not think $12,000 is a top-dollar price.

Used boat prices are at historic highs. Prices for used Boston Whalers are at the top of the market.

Typically prices are highest in CA, lowest in FL. Freshwater boats have a premium over saltwater.

Pre-covid the boat you describe would go for $7,000 in Florida and for $9,000 in California or a freshwater state.

In today's market the boat would go for $9,000 to $12,000.

Here are some costs to consider:

I highly recommend you do a sea trial. The boat has some character you should feel for yourself.

Trust your gut.

Would I buy it? Yes.

[Presumably referring to the asking price of $12,000, it] seems like a good price in today's market. I've looked a a number of similar boats over the last month, and the [$12,000] price seems fair.

To give you a comparison, in early September 2021 we bought a 1995 Outrage 17 with a 1995 Yamaha 115-HP carburetor two-stroke power-cycle engine and a 1995 E-Z-Loader galvanized trailer from the second owner for $11,000.

(All further references, unless otherwise noted, are to this specific hull/engine/trailer package.)

The hull and engine spent their entire service life on Lake Michigan and Wisconsin lakes, were kept in dry stack storage during summers since 1999, appeared to have had very little use and never bottom-painted. A compression check showed all four cylinders at 130-PSI. Our long-time shop mechanic said he doubted the motor had much over 200 hours (as there was no hour meter). Overall the hull, engine, and trailer were in very-good cosmetic condition but they each needed some work.

Since buying the 1995 Outrage 17, we have done the following, at these approximate costs:
  • replaced the poorly made non-original stern quarter seats with new seats from Anderson Manufacturing and Upholstery: $400
  • added a spare tire rim and three new Goodyear Endurance trailer tires: $550
  • replaced a non-functioning, ancient fish finder with a new Garmin chartplotter (no shop labor): $700
  • had a professional shop rebuild carburetors (low hours can mean a different set of problems): $600
  • installed a remote fuel-water separator bracket and filter: about $100
  • as preventative measures, installed a new fuel pump, complete water pump kit, thermostats, under-cowling fuel filter, primer bulb (all OEM parts and no shop labor): $250
Considering the price list put together by Phil T, who has lengthy experience with the original Outrage 17 hulls, and the updated direct injection E-TEC 90hp motor (I did not see a year listed for the E-TEC) the price of the 1993 Outrage 17 seems to be in the current pricing ballpark, especially on the west coast.

As Phil T recommends, do a sea trial.

It would be a good idea to check compression on the E-TEC and, if possible, have it inspected by a professional mechanic with E-TEC experience before purchase. With the proper equipment, the mechanic should be able to provide you with a detailed engine history report. There is a thorough reference article on this subject:

Also, remove one of the deck plates to double-check whether the fuel tank is a plastic-composite material ("polyurethane" as the seller says) or aluminum. With the deck plate off take a good sniff for gasoline odor. For what it's worth the factory original fuel tank in our 1995 Outrage 17 is aluminum and shows no sign of leaking.

DAVID S--thank you for contributing a very excellent report on your recent purchase of a similar boat. Your boat purchase was at a very good price in my opinion.

ASIDE: Regarding the Evinrude E-TEC engine history report, the article mentioned shows first-generation reports that were only two pages long. With the current version of diagnostic software, a typical engine history report will be about six pages long and will include much more information. Typically any time an E-TEC engine is serviced by an authorized dealer, the dealer will download a new engine history report from the EMM, and most dealers will provide a printed copy of the report (or an electronic copy in PDF format) to the engine owner.

Whenever buying an E-TEC engine, the seller should be able to provide a recent engine history report from the engine being sold to demonstrate to a buyer the actual condition of the engine.

One quick note - the fuel tank is aluminum.
