1994 V4 Evinrude 140 Trim

I have a Clymer manual and it says to check fluid level [in the power trim system you should]:

Tilt the outboard to the fully up position and engage the tilt lock support.

Does that mean you check fluid level [in the power trim system when the outboard engine has been tilted to the] fully up [position]?

Or, [do you tilt the engine] fully up and then lower it so it is in the tilt lock support?

I assume the latter, but it is confusing.

I found another manual on line, it said to have the engine full up, and the engaging of the tilt lock is for safety in case it falls.

Thanks--Don
