After reading about Boston Whaler hull containing water I got worried. The boat [I] am restoring has a loose drain tube and contains some water.

Is there a secondary seal behind the drain tub? As like a coating off some sort?

I am worried that the hull might contain water as the drain tube is loose. Is the drain hole [double] sealed, as in [is it] coated or sealed beyond the tube[?]

OK, I think "drain tub" was supposed to be "drain tube." Now your question makes more sense.

No. When the hole is made through the hull for the drain tube to pass through, there is typically nothing applied to the exposed foam between the inner and outer hull. If the drain tube becomes unsealed at either end, then water can enter the opening.
