Mounting threaded anchors in step pad of Classic 13?

My 1986 13 Sport came with a small trolling motor whose mount was held in place by 3 lag bolts screwed through the glass and into the foam. Since I didn't want the trolling motor, I took out the lag screws and filled the holes with bathtub caulk to keep water out.
Now I took up fishing and want to mount the trolling motor again, but rather than lag bolts, I'd prefer to put in some kind of flush anchors, so I can take off the trolling motor with proper threaded bolts.
Since it's a puny little trolling motor, it almost seems as if I could use those plastic, auger-threaded, drywall anchors used for hanging pictures, maybe with some 5200 or 4200 to seal and provide extra strength?
Any other ideas?
