A Montauk 17 hull [is shown with a hidden railing] stanchion and a [visible exterior of hull backing plate].

[On the boat under discussion on the Starboard side the] lower-mount-top-support exterior is through-bolted .
[On the boat under discussion on the Port side there is something that] appears [to be different].

Is this the original design for c.1988?

The starboard side is original.

The only source for replacements that I am aware of is http://www.specialtymarine.com/BOSTON-WHALER-STAND-OFF-STANCHION-BACKING-PLATE-p153.html

I doubt they will match OEM so you may want to replace both and keep the original just in case.
