[In modern outboard engines] the components change rapidly from year to year. Factory software is needed to do diagnostics or even to replace components. Only an authorized dealer can get the software, and the software updates are frequent. It is all very expensive.
Keeping mechanics trained on changes is difficult as well.
Keep your old outboard if possible.
