Outboard shaft length

I am looking to put a 2020 300 mercury seapro with a 25in shaft on my 1998 23 conquest.....

Is the shaft long enough.?
Will I need to add ballast if I am removing twin 135 Optimax?

That year and model takes 25" shafts for twins and 30" shaft for a single.
